The study is based on a comparison of mechanisms for measuring the effectiveness of innovation policy in Uzbekistan and international experience for the period 2010–2024. The article highlights the advantages of the indicator approach, that is, its role in monitoring regional policy as a comprehensive assessment system that combines economic, institutional and social factors. The concept of the “Institutional Coherence Index (IHI)” is also developed, through which the effectiveness of innovation policy in Namangan region is analyzed based on empirical data. The results of the study show that the indicator approach allows us to determine not only economic growth, but also the interrelationship between scientific potential, technological infrastructure and the management system. SBPE has been shown to support sustainable growth, regional development, employment and integration into global value chains. However, key constraints to export performance include limited access to finance, weak logistics infrastructure and costly certification. The research employs econometric models (OLS and panel regression), gravity analysis and index-based measures (Revealed Comparative Advantage (RCA), Trade Complementarity Index (TCI) and Productive Capacity Index (PCI)) to evaluate competitiveness and diversification. The findings suggest that improved financial access, digital trade platforms and state subsidies have a positive influence on export growth, whereas logistics and certification costs hinder it. Regional results show that Surkhandarya's exports increased 1.6-fold between 2020 and 2024, although there are still significant disparities between districts. Rising RCA and PCI values signal a shift towards higher-value output and quality improvement. Regulatory Technology (RegTech), which applies automation, analytics, and digitization to compliance, seeks to reverse this trend by enhancing Know Your Customer (KYC) onboarding, anti-money laundering (AML) monitoring, trade reporting, and other aspects of risk control. In this respect, this article presents original research on the degree to which RegTech can reduce compliance costs while providing the same or higher degree of effectiveness. In 2023, worldwide financial crime compliance expenditure surpassed $200Bn per annum, and banks are allocating as much as 10–15% of their operational costs to compliance. If you want to reduce operational risk, the false-positive alert in a way that involves high-volume tasks (customer due diligence & transaction screening) can be automated with over 50%, and the case handling time is reduced up to two to three times the limit by the help of end-to-end automation of certain tasks. This analysis is based on official regional data from 2012-2024, including production size, per capita output, labor conditions and active enterprises size. To understand the functionalities driving growth we grouped regions by their level of development.</p> <p>Results indicate a deep schism. The industry of Tashkent City and Navoi has more modern technology and greater productivity. Tashkent Region and Andijan continue to develop steadily, but they are based on older structures in many areas. Resources are abundant in the remaining areas, but infrastructure, technology, and investment are limited. Still, recent advances show new clusters, fresh digital tools and emerging manufacturing zones are closing the gap bit by bit. The results show that industrial might requires more than raw materials but also modernization, stable investment, and effective productive networks. Improving on these fronts can help ensure a fuller range of growth in the rest of the country. The research develops a national HR–AI framework based on a comparative analysis of global HR systems (SAP SuccessFactors, Oracle HCM, Workday) and local digital platforms (ARGOS). A pilot implementation of the “Milliy CRM” AI-driven HR platform was conducted at the textile enterprise SANAM MCHJ, where key HR processes were digitalized, including candidate screening, competency assessment, training, KPI monitoring, employee experience analysis, and churn-risk prediction. Mixed-method results demonstrate that AI enables data-driven, transparent, and efficient HRM: employee turnover decreased by 39%, productivity increased by 27%, and employee satisfaction improved by 24%. The analysis reveals substantial improvements in organizational stability, fairness of performance evaluation, and overall workforce motivation. The study argues that “Milliy CRM” can become a strategic digital infrastructure for modernizing the labor market and enhancing human capital development in Uzbekistan. Using a two-stage analytical framework, the first stage involves estimation of farmers’ cooperative membership probability by logit regression model and second stage due to assessment of income following such membership is achieved by Ordinary Least Squares (OLS) regression. The results suggest that financial security, access of technological resources, exports profitability and knowledge about the benefits from cooperative participation positively influence the odds of being a member; while distrust negatively impacts them. The agricultural cooperatives in turn play their role in resource pooling, access to financial and technical resources; they could provide systemic arrangements for production and marketing activities, that would ultimately improve the competitive edge of the farmers within domestic as well as international markets. They conclude that being member to cooperatives might be linked to higher mechanization, growth in income and access to market. Both logit and OLS estimations confirm the argument that cooperatives are very essential institutional arrangements which serve as channel to integrate small- and medium-held farmers into wider market networks as well as part structures and agencies of development in support of sound socio-economic livelihood. Export participation, financial solvency and technical support emerged as leading factors of member livelihood growth. Therefore, the favorable environment that would encourage and guide the formation of agricultural coops should be a focal concern in our theory of agricultural policy. Furthermore, the analysis estimates that production efficiency could rise by 18–22%, and average incomes by approximately 30% if at least 60% of farmers in the agricultural sector become members. Membership in cooperatives also helps to reduce the risks that arise from logistics issues, quickens the process of exports and facilitates pre-pricing contracts on a contract basis all of this results in the reduction of economic risks for farmers. A database was the data of Statistics Committee of the Republic of Uzbekistan, reports and reports Bukhara Regional Department of Statistics, international organizations and scientific literature. The results of the study show that the service sector in Bukhara region demonstrated stable growth rates during 2020-2024. The volume of services increased from 9843.1 billion soums in 2020 to 34071.7 billion soums in 2024. In particular, rapid growth was observed in the accommodation and catering services sector. This breeds unpredictability and reduces the value of the strategies currently employed. After identifying international best practices in relative terms to the IMF standards and the experiences of the most prominent Fiscal Councils of the UK, Ireland and France, the article compares these normative practices with the legal and institutional environment in the Republic Uzbekistan. The results include variations in the Budget Code, informal rules on deficits, expenditures and revenues, and insufficient expert review process in the medium-term Fiscal Strategy. Independent Fiscal Councils help improve forecast accuracy, transparency, and discipline features Uzbekistan lacks, but for which there is evidence too. The study argues that in view of this evaluation, the Budget Code should be better aligned with medium-term needs, modern budget rule mechanisms (including temporary deviations) be adopted; and an independent Fiscal Council be instituted to promote credible oversight. The empirical analysis is based on data from 50 international and 15 Uzbek banks for 2022–2025, and the results are proven through regression models (OLS and panel data). Stand design, use of interactive technologies (e.g., VR tours and QR code-based information delivery), multimedia presentations, and quality of communication with visitors are identified as key determinants of exhibition effectiveness, as the results demonstrate. This paper analyses the socio-economic importance of overtourism and evaluates strategies designed to curb the undesirable effects of overtourism within the timeframe of 2018-2024. Although there is an already existing literature that recognizes the advantages and disadvantages of tourism, there has still been a gap regarding the systematic association between economic benefits and social costs and policy efficacy of various destinations. In order to fill this gap, the article employs a comparative and qualitative approach to analysis by synthesizing secondary data on international organizations and scholarly research and recorded case studies in Europe and Asia. The indicators of economic parameters, housing markets, infrastructure load, quality of life, and the governance responses are analyzed. The results show that despite the significant role that tourism plays in terms of GDP, employment and fiscal revenues, there is overconcentration of the visitors resulting in increased cost of living, scarcity of houses, overload of infrastructure, social conflict, and the increase in susceptibility to external shocks. The measures, in the form of regulation of short-term rentals, taxes imposed on the tourist, visitor numbers, redistribution of space and seasons, reforms in destination management, have proven to be successful at least partially, especially when combined and not used independently. The findings suggest that quality-based policies in tourism that focus on quality but not quantity can alleviate the social pressure but leave the economic value. The paper concludes that to ensure sustainable tourism development, adaptive and data-driven governance and engagement of local communities is necessary. Meanwhile, some hurdles also come to light such as the environmental question, transport difficulties, digital access obstacles and a mismatch between expected levels of service quality and its realized level. To fill this gap, the current study develops an integrated methodological framework for evaluating efficiency in tourist complexes management, as the case study. The research is grounded on a system of quantitative and qualitative indicators characterized by economic, social and organizational dimensions of competitiveness. This study used analytical, comparative and systematic methods for analysis to assess the impact of the management decisions on quality of service, efficiency of resources and the competitiveness of the tourist complexes. The results show that competitiveness is establishment by competing interaction contrast of economic efficiency, the improvement of quality of service provided, and the systematic coordination of marketing and organization. The findings support that fragmented or disconnected policies yield a weak impact, whereas aggregated management structures create greater and longer-lasting competitive benefits. The research emphasizes aligning managerial goals with performance metrics. The research can be applied in practice by providing an assessment framework for managers and policymakers, which they can apply to facilitate better informed decisions. Information and Communication Technologies (ICT) significantly influence how hotels interact with guests, organize service processes, and ensure customer satisfaction, particularly in emerging tourism destinations .This study examines the role of ICT in managing communication with clients in local hotels of Uzbekistan, with special attention to differences across hotel categories. The research adopts a qualitative approach and is based on semi-structured interviews conducted with hotel managers and international guests from three local hotels in Tashkent representing luxury, mid-scale, and budget segments. Results show a positive influence of ICT use on guest satisfaction/experience, operational efficiency, and guest service use. Also, the extent to which IT is adopted varies widely, not only by hotel type and financial strength, but also by the awareness of senior management. It was concluded that luxury hotels use sophisticated digital solutions to a greater extent, whereas mid-scale and budget hotels use more basic technological tools. But guest experience is not only determined by technological progress, but also by the behavior, attitude, and communication efficiency of the hotel staff. The novelty of this research is that, through qualitative comparison, it is the first research of its kind to assess opportunities for improvement in ICT-facilitated communication processes in the hotel sector of Uzbekistan, a research context that has yet to be fully pursued. Although there are numerous studies focusing on the topics of tourism development and service quality, no one has ever attempted to assess tourist products by integrating the views from both the tourist and the service provider perspectives. Previous works are typically concerned with one directed utility assessment and do not account for the consumptive and productive interdependency in tourism operation. The methods of economic analysis, systemic and comparative analysis, and scientific abstraction are used to investigate the consumer properties of tourist products and services. The analysis demarcating factors that organize value for the consumer and types of tourist services and tourist products on the separate spaces of their forming and being realized enables systematization of the mostly fundamental features of value (service quality, totality, reliability, variability, emotional impressions, availability). The results hence confirm that exchange value or value for a tourist products formed from an interconnected web of economic and socio psychological factors and one-sided assessment of consumption experience will not be sufficient. Therefore, a dual approach regarding both customer and service provider works provides a realistic assessment frame. Our results show that in circumstances where services are not possible to be observed before purchase and where the quality of the service is difficult to assess, factors such as trust, brand reputation, and emotional perception are determinants for consumer choice. The findings of the study suggest a two-sided consumer evaluation model that contributes to better product design, increased customer satisfaction and enhanced competitiveness of tourism enterprises. The study relies on national statistics and international reports along with information on sector-specific indicators regarding food-handling standards, the quality of processing and service provision in touristic oriented eating establishments (analytical comparative method). According to the results, advances in food safety practices create consumer confidence and lead to reduced risk for health and help improve the destination image positively without affecting tourism income. To explore the roles of KPI-oriented SMA integration in firm performance, the paper uses annual data from (2020–2024) firm-level panel data for non-financial joint-stock companies operating in Uzbekistan for Navoiyazot JSC to apply fixed-effects regression models. Using the empirical results, the study shows that KPI driven SMA has a positive effect on profitability while too much leverage has a negative impact on firm performance and modernization of SMA tools are significantly link with firm performance. The study analyzed the current state of the organization of tax accounting in this area, revealed inconsistencies between accounting and tax accounting, as well as difficulties encountered in adapting to frequent changes in tax legislation and the low level of automation of tax processes. The article systematizes the existing problems of tax accounting based on general scientific and special research methods. Based on the data obtained, scientific conclusions were drawn aimed at solving the identified problems. The study was anchored on trade-off theory of liquidity and the Baumol model of cash management. The study was guided by exploratory correlational research design. The target population was all 47 listed non-financial firms in East Africa’s stocks markets (Uganda, Kenya, Rwanda and Tanzania). The study collected secondary data obtained from the audited financial returns of the individual listed firms for a period of ten years from 2014 to 2023. Panel data collection sheet was used to collect the secondary data. The collected data was analysed using Stata software via descriptive statistics (mean, standard deviation, percentages) and inferential statistics (ANOVA, Regression coefficients, R-square). The analysed data was presented using tables and figures. The findings revealed that cash management had a significant effect on financial sustainability of the listed firms. The study found wide disparities in cash management among listed non-financial firms in East Africa, with cash conversion periods ranging from negative to over 700 days. Trend analysis revealed periods of inefficiency but recent improvements, while financial sustainability remained volatile. Regression results showed cash management significantly explained 41.2% of financial sustainability variation. The study concludes that efficient cash management is critical for sustaining firms’ operations. A variety of external and internal factors shape the conception of family guest houses: political environment, country economic situation, tourism infrastructure, market needs, personnel qualification, service level, pricing policy, labor efficiency, and market activities. Although family guest houses play an essential role in the tourism destination, their specific development and the mechanism by which various factors interact (especially combining macro and micro levels of the analysis) remain understudied, with the focus to date concentrated mainly on tourism enterprises and the large hotels. Abstract Purpose This study targets to reveal the external and internal factors affecting family guest houses growth and provide practical recommendations to ensure their validity and competitiveness. The analysis shows that external factors like economic conditions, infrastructure development, tourist flows and market environment interacting with internal factors like staff qualifications, quality of service, the cost of goods supplied, the price of services and advertisement collectively influence the performance of family guest houses. This study meets this need by presenting a systematic classification and a synthesis of measurable and non-measurable factors that influence family guest houses, which is missing from the tourism literature.
