<p>This study examines the economic essence of state budget sustainability and identifies key criteria for its assessment in the context of global economic uncertainty. The research highlights the role of fiscal policy in ensuring macroeconomic stability, promoting social equity, and supporting long-term economic development. Particular attention is paid to the structure of budget revenues and expenditures, reforms of the tax system as well as efficiency of public expenditure. The analysis highlights the need for a moderate budget deficit, sustainable public debt levels and transparent fiscal management. Using the example of reforms currently underway in Uzbekistan, the study shows how elements such as tax liberalization, digitalisation of tax administration, and structural changes to income can help strengthen fiscal sustainability. <p>This study examines the impact of information systems on agricultural productivity, focusing on how digital technologies influence efficiency, resource utilization, and management quality in agricultural production. This research is conducted by analyzing how information systems (farm management platforms, geographic information systems, sensor-based monitoring tools, drone technologies) and decision-support systems assist in facilitating the planning, monitoring and control processes. Emphasis is placed on the application of drones in the field for monitoring, assessing crop health, detecting and quantifying pests, and estimating yield as they are able to greatly reduce labor costs and time requirements. This piece of analysis reinforces the role e-commerce platforms can play to achieve an expanded market for green agriculture and strengthen producers and consumers linkages. In addition, research brings attention to the importance of digital transformation and data exchange over the Internet for improving decision-making capabilities, building operational sustainability in rapid response to environmental change and market conditions factors. <p>This article systematizes the organizational and legal basis for how local state authorities in Uzbekistan manage territorial economic development. Based on a functional–legal review of constitutional norms, framework laws, and key presidential and governmental acts, it groups legally assigned powers into ten governance domains covering the full development cycle. The study finds that the framework increasingly emphasizes strategic planning, program budgeting, land and infrastructure readiness, business climate improvement, and investment/export support, while effectiveness depends on coordination, accountability, and measurable indicators. <p>This study is dedicated to a comprehensive assessment of the economic essence of tax <br>potential in Uzbekistan's regions, the factors shaping it, and the dynamics of tax revenues across <br>different regions. Tax potential is interpreted as the primary fiscal foundation ensuring state budget <br>stability, and its intrinsic connection with economic growth, structural changes in industries, <br>urbanization processes, and institutional reforms is substantiated. The empirical analysis <br>encompasses the dynamics of direct and indirect taxes, resource and property taxes, and non-tax <br>revenues by region from 2020 to 2024. The research findings indicate the presence of fiscal <br>convergence among regions, while revealing that tax potential is expanding more rapidly in areas <br>with high economic centralization. Industry, the service sector, and the real estate market emerge <br>as the main drivers of the tax base, with the transition to a green economy and environmental <br>investments evaluated as promising factors for diversifying regional tax potential. <p>The rapid digital transformation of the global tourism market has positioned smart tourism as a strategic policy instrument for enhancing service quality, improving operational performance, and strengthening destination competitiveness. Smart tourism applies cutting-edge digital and information technologies, data-informed process examining, as well as intelligent platforms to promote service innovation and customer-centric tourism. Although the voluminous literature on smart tourism and digital marketing has garnered much academic interest, few studies have investigated in a comprehensive manner, the development and marketing of tourism services and products, especially in the preliminary stages of tourist destination exploration. Filling in this gap, the paper explores how smart tourism as an integrated solution can be implemented to improve service development and promoting tourism product taking Uzbekistan as a case. The study is an in-depth, qualitative and analytical second data analysis from secondary sources such as international tourism reports, peer reviewed-science publication(s) and other official statistical publication(s). And the use of comparative analysis, qualitative content analysis is used to examine how smart tourism technologies affect service innovation, coordination mechanism and market responsiveness. The results suggest that smart tourism technologies are positively correlated with the quality of tourism services by enhancing accessibility, personalization and interactivity, and integration into service provision in addition to promoting the marketing of tourist products given support for targeted, interactive and adaptive efforts. The findings of this study indicate that service improvement and marketing performance are partner outcomes in a comprehensive smart tourism system. The originality of the study is that smart tourism is a service–marketing concept at least as much as it was a technological paradigm. <p>This paper analyzes the effects of IFRS 15 on revenue timing for long-term take-or-pay type supply contracts in the oil and gas sector. It shows that the major effect occurs in the velocity of revenue reallocation with future supply obligations and 'breakage' being taken into consideration, extended disclosure material, and more stringent data quality. The approach comprises interpretative analysis of IFRS 15, content analysis of industry-issued guidance (KPMG, PwC), and a case study on IFRS 15 adoption at Uzbekneftegaz JSC. <p>This article examines the key problems and possible solutions related to the use of green marketing in small business activities in Uzbekistan. In the context of increasing global environmental challenges, green marketing has become an important tool for achieving sustainable development and enhancing the competitiveness of small enterprises. According to the research, some of the significant barriers to the adaptation of green marketing included financing difficulties, lack of information, weaknesses of institutions, and low consumer awareness of eco-friendly products. Investments of smaller enterprises are appreciably modest and the establishment of green market infrastructure is still not yet vigorous. The impact of government support, environmental standards, innovative technologies and marketing communications in the promotion of green marketing practices is also analyzed. For this study statistical analysis, logical reasoning, and comparative analysis methods are used. The results of the research will make contribution in order to improve green marketing strategies of small businesses, stimulate environmentally friendly behaviour of firms and making a step towards establishing of the green economy in Uzbekistan. <p>Against the background of further market transformations and strengthening of economic systems, the financial sustainability of an enterprise has become one of the important household factors of the macroeconomic stability and the national economic security. Although a variety of bankruptcy prediction methods exist, such as discriminant analysis and logistic regression, panel econometrics, and fuzzy logic, their straightforward application in transition economies like Uzbekistan is rarely visible in practice due to institutional specificities, accounting differences, and structural volatility. A holistic early warning framework able to be empirically validated is currently unavailable for Uzbek joint-stock companies, and traditional static models do not show adequate predictive adaptability in emerging market environments. The objective of this research is to design and test Altman Z-score, Taffler model, logistic regression, ROC analysis, panel data techniques and fuzzy-logit hybrid modelling based integrated bankruptcy prediction system from balanced panel dataset for 2022–2024. The performance of the logistic model was 87.5% accuracy and AUC = 0.89; the integrated hybrid framework performed best (accuracy 0.91; AUC = 0.93), and the Fixed Effects estimation was favored based on the Hausman test (p=0.013). The study presents a pragmatic logit-panel-fuzzy framework based on the institutional and structural features of Uzbekistan. The proposed framework increases capacity for early detection, methodological rigour and practical applicability to banks, auditors and financial managers in emerging markets.</p>Nasiriddinov Bahouddin

This study examines <br>modern approaches to forming creative and attractive tourism products for foreign tourists, <br>emphasizing the integration of cultural authenticity, innovation, and interactive experiences. <br>Despite extensive research on tourism development, there remains a knowledge gap regarding the <br>integrated formation of creative tourism products that simultaneously address tourists’ evolving <br>behavioral patterns, digital transformation, and regional competitiveness. The research applies <br>economic-social and geographical analysis, systematic and comparative analysis, and survey-based <br>empirical methods to assess tourist needs, market trends, and service effectiveness. The findings <br>indicate that foreign tourists increasingly demand authentic, interactive, and personalized <br>experiences that combine cultural heritage, gastronomy, handicrafts, and local community <br>engagement. Additionally, digital technologies, including mobile applications and AR/VR tools, <br>significantly enhance tourism product attractiveness and accessibility. The results demonstrate that <br>creative tourism products contribute to strengthening destination competitiveness, increasing <br>tourist satisfaction, and promoting repeat visits. Furthermore, such products stimulate local <br>economic development by generating employment opportunities, supporting cultural preservation, <br>and encouraging entrepreneurial activities among local communities. The study implies that <br>tourism stakeholders should adopt innovative marketing strategies, develop culturally immersive <br>tourism programs, and implement digital solutions to improve service delivery. <p>As a double landlocked country, Uzbekistan has long faced development bottlenecks of high transit logistics costs and low turnover efficiency. Based on the study of eight core multimodal freight hubs in Uzbekistan, this paper adopts a combination of DEA efficiency evaluation and panel regression analysis to systematically analyze the core influencing factors of hub operation efficiency. The study finds that the improvement effect of collaborative governance mechanisms on hub efficiency is significantly better than that of infrastructure expansion alone. Three types of governance measures, namely pre-clearance authorization, integrated management, and information platform, can jointly drive an efficiency increase of 35%, while the effect of infrastructure expansion is only 3%. The study also finds that the customs clearance time for double transit is 2.57 times that of single transit, showing a significant nonlinear superposition characteristic. The conclusions of this study can provide practical and implementable references for the hub construction and operation optimization of the China-Central Asia Corridor under the Belt and Road Initiative.</p>Mu Zhendi

<p>This article comprehensively analyzes the issues of improving the mechanisms for taxing e-commerce activities from a theoretical, institutional and practical perspective. The rapid development of the digital economy, the growth of online sales, the expansion of the activities of electronic platforms and marketplaces, as well as the increase in the share of cross-border digital services pose new fiscal and administrative challenges for the existing tax system. While traditional taxation mechanisms are based on the principle of tangible assets and territorial presence, in the context of e-commerce, the process of value creation often takes place in virtual space. This complicates the processes of determining the tax base, determining the location of profits and collecting VAT. The study examines the main problems of e-commerce taxation - determining tax jurisdiction, legally defining the intermediary role of platforms, formalizing small online sellers, controlling cross-border transactions and ensuring the transparency of digital payments - based on a systematic approach. In particular, the problem of tax base erosion and profit shifting to areas with artificially low tax rates is analyzed. The article extensively covers international experience and considers the impact of digital economy solutions within the framework of the BEPS initiative developed by the OECD, the Two-Pillar Solution concept, and global minimum tax mechanisms on e-commerce. <p>This study aims to develop a comprehensive methodological framework for assessing the standard of living of the population in Surkhandarya region based on a composite index approach integrating economic and social indicators.Methodology: The research applies economic–statistical and econometric methods to construct a multidimensional Living Standards Index (LSI). Six core components were selected: income per capita, unemployment rate, life expectancy, education level, healthcare accessibility, and housing and infrastructure conditions. Indicators were normalized relative to benchmark values and aggregated using a weighted model.Results: The calculated Living Standards Index for Surkhandarya region equals 0.630, indicating a moderate (developing) level of living standards. The strongest performance was observed in housing and infrastructure (0.840) and education (0.750), while income level (0.448) remains the weakest component. Income inequality and unemployment, particularly among youth and women, significantly affect overall welfare performance.Novelty: The study proposes a region-specific composite index model integrating innovative activity indicators into the assessment of living standards. The work examines the natural, geographical, historical and cultural factors as well as infrastructural potential of the Navoi region and strategic innovative ways for diversification of imported tourism services. By means of comparative, economic-statistical and analytical methods the study analyses trends in tourist flow volumes, development of tourism infrastructure and role of tourism clusters and public–private partnerships. The results show substantial increases in tourism arrivals, tourism exports and accommodation capacity by 2024 due to the expansion of regional tourism reforms and infrastructure. The organization of an integrated tourist routes on the territory of the Navoi tourism it is the stimulation development and increase of competitiveness on region, creation workplaces, effective using local resources and preservation of cultural and natural value. <p>Especially in the context of globalization and increasing regional competition, free economic zones serve as one of the engines to promote regional development and investment promotion in Uzbekistan. While free economic zones have gained considerable importance, the majority of studies cite the effectiveness of free economic zones through only investment and export indicators, so their impact on regional economic development through the prism of digital governance and administrative efficiency have been given limited consideration. The purpose of this study is identifying the features of cluster and digital governance indicators in the formation of regional development based on free economic zones in Uzbekistan. This paper proposes an econometric approach to assess the effectiveness of attraction of investments in free economic zones, as well as a composite index to analyze the two-way relative statistical dependence between digital governance, investment attraction by free economic zones and economic development of regions in the context of transformational changes. According to the results, it is mentioned in the study that free economic zones have a positive impact on regional economic development as it increase inflow of investment, diversify industrial production as well as technology transfer and employment generation. These findings suggest that the success of free zones depends not only on tax breaks and infrastructure but vital governance, bureaucratic efficiency, and e-governance systems. This study demonstrates that free economic zones are to be seen as digitally governed platforms of development facilitating investment diffusion and regional economic integration. <p>This study aims to assess the impact of the energy system on determining the short-term and long-term prospects for the development of Uzbekistan's industrial sector. In the empirical analysis, the impact of energy production and consumption, electricity capacity, and fuel and energy resources on industrial value added and production volume is studied based on data from the State Committee of the Republic of Uzbekistan on Statistics and the Ministry of Energy of the Republic of Uzbekistan. The study uses the ARDL (Autoregressive Distributed Lag) model, which determines short-term dynamic dependencies and long-term equilibrium relationships between variables. The results show that energy supply stability and infrastructure modernization have a positive impact on industrial growth in the long term, while changes in energy factors have a significant impact on production volumes in the short term. <p>This study assesses the impact of the development of the digital economy on regional <br>employment and economic activity in Uzbekistan using panel data. The analysis is based on a <br>dataset compiled for 14 regions between 2010 and 2024. To determine the level of the digital <br>economy, the indicators of internet subscribers (per 100 inhabitants), the number of mobile base <br>stations and mobile cellular subscriptions (per 100 inhabitants) are combined and a composite <br>Digital_Index is created through principal component analysis (PCA). This index is used as a <br>generalized measure of the level of digital infrastructure and digital connectivity. <br>The empirical assessment uses a regional fixed effects model (FE) and year effects, with standard <br>errors clustered by region. The model includes the level of urbanization and GDP per capita (log <br>form) as control variables. The results show that the Digital_Index has a positive and statistically <br>significant relationship with the level of employment. <p>Small and medium sized enterprises are key to economic development, job creation and the growth of the national tax base. The tourism sector is more sensitive to finance issues needing to obtain outside funding for the establishment, expansion and modernization of their enterprises. This is why bank lending is an important tool to stimulate entrepreneurship and promote tourism enterprises effectiveness and sustainability. While credit support matters a lot, existing lending systems often overlook features and risks of tourism businesses. Doing so creates knowledge gap in regard to the complex set of factors that impact lending decision of banks to small and medium sized enterprises using tourism as their business industry sector. The research is conducted using the methods of scientific abstraction, logical analysis, deduction, comparative analysis, system analysis, generalization and synthesis, that is, directed to the study of the factors that affect bank lending to tourism enterprise. Also, documentary-normative analysis method is applied to evaluate existing mechanism of financial and credit support. The determinants which influence lending processes are grouped by the authors according to their common features: there are bank strategy and lending policy, demand for credit resources, macroeconomic conditions and crisis phenomena, and financial soundness of borrowers. The analysis further reveals that tourism businesses also contend with the added difficulties of seasonality, market, and other economic factors. The findings show that an efficient credit support approach has to take into account a well-balanced lending industry lending both fairly and prudently to tourist enterprises for the example of credit nurture to address sector particular demands. That is focus on mechanisms of lending improvement, expansion of special financial programs, closer cooperation between financial institutions and businessmen to make access to financial resource more sufficient. Special attention will be paid to the theoretical and practical aspects of accounting for lease transactions in accordance with international financial reporting standards, in particular, IFRS 16 Leases. In addition, we will evaluate the impact of lease transactions on key financial indicators, such as assets, liabilities, production volume and net profit, using the example of a specific company. <p>Penetration of Historical and Cultural Tourism Historical and cultural tourism resources have been recognized as key products for sustainable regional development in the coupling of heritage preservation with economic growth and social profit. But most regions continue to underexploit these resources, hindered by fragmented management, little integration with local economies, and inadequate strategic planning. The aim of this study is to fill this gap by exploring how systematic access to historical and cultural tourism resources contributes towards sustainable regional development. This research utilises a qualitative literature synthesis based on new academic works (2023-2025) and its approach includes comparative analysis, content analysis, and systems perspective to show mechanisms connecting cultural heritage, tourism development, and territorial growth. Results show that an efficient use of cultural heritage tourism resources is related with a network of interdependent characteristics, since digital inventory of heritage stock, spatial zoning, heritage corridors and thematic routes definition, integration into local value chains (i.e. handicrafts and gastronomy), authenticity, and strong stakeholders interrelations. The findings also reinforce that heritage tourism works best as a integrated development cycle–from identification and protection of the resource, through the development of products and marketing, to ongoing monitoring of visitation and heritage condition. The paper presents an integrated management framework to demonstrate the ways that cultural heritage resources can best yield economic returns while enhancing regional identity and potentially playing a role in sustainable tourism development. Unlike traditional econometric approaches that focus mainly on average long-run relationships, this research applies wavelet transformation techniques to capture the evolving correlation between macroeconomic growth and key energy indicators across different time horizons. In particular, the wavelet coherence method is employed to identify short-, medium-, and long-term co-movements and lead–lag interactions between economic growth and variables such as natural gas consumption, unemployment, and foreign investment. The empirical findings reveal that the relationship between the energy sector and economic growth is not constant over time but varies significantly across different periods and frequencies. Strong correlations are observed in several medium-term cycles, highlighting the important role of energy resources in supporting economic expansion. To analyze and predict the dynamics of this integration, modern econometric methods such as the ARIMA (Autoregressive Integrated Moving Average) model are widely used.The ARIMA model is an effective tool for analyzing time series data and identifying long-term development trends. In this study, the ARIMA model is applied to forecast the dynamics of education, science, and industry integration under the conditions of digital technologies up to 2030. The model allows the identification of structural changes and trends in the development of digital infrastructure, research collaboration, and technology transfer between academic and industrial sectors.</p> <p>The results of the forecasting analysis indicate that the integration of education, science, and industry is expected to show a steady upward trend in the coming years. The increasing use of digital platforms, data technologies, and innovative research environments contributes to strengthening cooperation between universities and production sectors. <p>Improving population welfare is one of the key priorities of modern economic development. In this context, the development of entrepreneurial activity plays an important role in increasing employment opportunities, stimulating economic growth, and improving living standards. Effective analysis and forecasting of entrepreneurship development indicators allow policymakers to design appropriate strategies aimed at strengthening socio-economic stability.</p> <p>The results of the analysis show that the development of entrepreneurship contributes significantly to increasing employment, income levels, and economic opportunities for the population. Forecast results indicate a stable upward trend in entrepreneurial activity in the coming years, which is expected to positively influence the welfare level of the populationх. <p>In this study, we would like to consider the modeling of industrial production volume, forecasting indicators for perspective sectors in the Bukhara region. Methods of econometric and statistical modeling are used at the core of this research in order to identify key trends, structural changes, and factors driving growth within the regional industrial system. We apply time series, regression models and trend extrapolation techniques based on official regional statistics data. Specific focus is placed on key industries like manufacturing, energy, construction materials and agro-processing sectors. Сemplifying the forecasting results, it becomes possible to evaluate scenarios of the future industrial development and identify the priority sectors with high growth potential. The results of this analysis can be used as an analytical basis for the regional industrial policy approval, investment planning and strategy development for sustainable economic development of the Bukhara region.</p>Toshov Mirzabek Hakimovich

<p>This study examines the role of product localization and import substitution as key strategies for enhancing the competitiveness and sustainability of business entities in the modern global economy. The research aims to analyze the impact of localization processes on industrial production and to develop alternative scenarios for future development. The methodology is based on a multifactor econometric approach, including correlation and regression analysis, using statistical data for the period 2012–2025. The study evaluates the influence of key factors such as investment volume, number of localization projects, number of enterprises in special economic zones, export volume, and labor productivity on the volume of localized industrial production. The results reveal a strong correlation between the selected factors and production outcomes, indicating that localization significantly contributes to industrial growth. The developed econometric model demonstrates high reliability and can be effectively used for forecasting. Based on the model, three development scenarios—pessimistic, baseline, and optimistic—are proposed for the period 2026–2030. The findings confirm that the effective implementation of localization strategies, combined with innovation and export-oriented policies, can substantially increase production efficiency and reduce import dependence. The study concludes that localization serves as an important driver of economic development and provides a practical framework for strategic planning in industrial sectors.</p>Mirzabaev Xusniddin Muxamadjonovich

<p>This study examines the main factors influencing economic growth in Italy, with particular emphasis on the interrelationship between investment, government expenditure, and export growth. The impact of domestic investment, foreign direct investment, consumption expenditure, and export growth on gross domestic product (GDP) was analyzed over the period 2016–2020. Using correlation and regression analysis, it was determined that domestic investment and export growth exert a significant influence on economic growth. The findings indicate that the promotion of domestic investment and the expansion of export activities are among the key drivers of Italy’s economic growth. <p>This study examines the development of innovative infrastructure in regional higher education systems and its role in enhancing the efficiency of knowledge transfer, research commercialization, and human capital formation. The paper analyzes key components of innovation infrastructure, including technology parks, business incubators, digital platforms, and research centers. Special attention is given to the challenges faced by developing countries, particularly in the context of limited financial resources and institutional capacity. The research employs a mixed-method approach, combining statistical analysis and comparative international experience. The findings indicate that the integration of digital technologies and public-private partnerships significantly improves the performance of higher education institutions. Furthermore, the study proposes a model for developing an integrated innovation ecosystem at the regional level. <p>This study aims to identify the achievements and challenges of university students in foreign language learning, analyze their causes, and propose scientifically grounded recommendations to improve educational effectiveness. Using a mixed-method approach, surveys, diagnostic tests, and semi-structured interviews were conducted with 320 students between 2022 and 2024. The results showed strong performance in reading and listening skills, but weaknesses in speaking and writing competencies. The study’s novelty lies in evaluating student outcomes through an integrated competency-based model. Findings highlight the need to strengthen communicative teaching approaches and increase practical language activities.
