Integration of the Green Economy and the Digital Economy: A Sustainable Economic Development Model for Uzbekistan

Abstract

The accelerating convergence of environmental sustainability and digital transformation has created new opportunities for sustainable economic development, particularly in transition economies. This study examines the integration of green economy principles and digital economy technologies as a sustainable development model for Uzbekistan. The research addresses the existing gap in the literature by providing an empirical assessment of the relationship between digitalization and environmental sustainability using official national statistics. A mixed-method analytical approach was employed, combining multiple linear regression analysis based on annual time-series data for 2015–2023 obtained from the World Development Indicators with comparative policy analysis based on official government documents and reports published by international organizations. The quantitative analysis investigates the relationship between internet penetration, energy intensity, and carbon dioxide (CO₂) emissions while controlling for key macroeconomic variables, including gross domestic product and gross capital formation. The findings indicate that increasing digitalization is associated with improved energy efficiency and lower energy intensity, although its contribution to reducing carbon emissions remains relatively limited due to the digital rebound effect. Comparative policy analysis further demonstrates that the successful integration of green and digital economies requires effective institutional coordination, continuous investment in digital infrastructure, and supportive regulatory frameworks. The study concludes that sustainable economic development in Uzbekistan depends on the simultaneous promotion of digital transformation and green economic policies. The proposed analytical framework provides practical policy recommendations for strengthening energy efficiency, expanding renewable energy utilization, and supporting environmentally sustainable digital transformation in Uzbekistan and other transition economies
